Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli –
Present.

City Staff Present – John Salomone, City Manager; Beatrice O’Hora, Comptroller; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Officer Mark Locastro; Deputy Chief Murphy; Police Chief Gary Giannotta.

Presentations and Proclamations – Clerk read

Ordinance and Local Laws
The City Clerk read a first reading of Ordinance #2 of 2003 authorizing amendment to the Code of the City of Auburn Chapter 234 – Public Conduct.

Chief Giannotta and Assistant Chief Murphy introduced changes with handouts and maps.  Councilor Jacobs on behalf of the Parks Commission explained changes they would like to see that were different from what was presented.  Council, the City Manager and the Chiefs discussed various options.  It was agreed to move forward with the ordinance as presented with minor edits to language relating to “BMX bikes” and expectations that other changes may be made in the future based on what the parks commission concludes.

Mayor Carnicelli welcomed Jessica Mattiace to Council.  Jessica is the first place winner of a state-wide high school oratorical contest. She read her speech for council.

WORK SESSION
Financial Update –
The City Manger presented Council with the financial update for the seven months ending 01/31/03.  Council discussed.

Other Business
Mayor Carnicelli read a letter from a citizen regarding walkways at Casey Park not being plowed.

City Manager Salomone announced plans for parking at City Hall during the Geothermal Project construction.  He outlined various aspects of the schedule and plans to accommodate employees and citizens during this time.  

Councilor Hunter asked about a possible conflict with employees parking in the garage when the county will be also using it.  Mr. Salomone said city employees would most likely not need the parking garage because there are so many other options.

Councilor Dempsey reported that AIDA sent letters to vendors that do business with Bass Pro Shops hoping to get leads developed with some that may want to locate in Auburn.

Councilor Hunter reported that the Auburn Community Baseball committee met on Monday.  He suggested that the City Manager contact the Doubledays if they are interested in storing city equipment at the field and want cement flooring installed.

Councilor Jacobs commented on the citizen concerns he is hearing about the new Kinney Drug Store’s lighting and early pick up of trash. The neighborhood is being disturbed by both, contrary to what was originally promised.
